City councilors voted 3-2 Thursday night against a proposal that would have stopped any new housing development in the city for two years.
The issue has been debated for more than a month. Some residents had raised concerns about overcrowding and pressure on city services. But developers argued the city would lose money. And there were threats about potential lawsuits.”
