By CARTER VANDERHOOF / Reformer Staff Thursday November 24, 2011 ROCKINGHAM — During a recent deliberative session, members of the Zoning Board of Adjustment had a split decision resulting in a no vote for the Greater Falls Warming Shelter to receive a permit to open this winter.
