December 3, 2012, From Dawn O’Toole, Director of Operations, Department for Children and Families “On Monday, December 10, 2012, Paul Dragon [assumed] his new role as Chief Administrator of DCF’s Office of Economic Opportunity (OEO). Paul has been the Director of Reach Up, an Economic Services Division program, for the past four years. In his new role, Paul will lead the state’s efforts to address the causes and effects of poverty. This includes overseeing the Community Services Block Grant, the Weatherization Assistance Program, Housing and Urban Development grants and homeless programs, the Disaster Case-Management Program, and the Reach Up Program. About a year and a half ago, the Reach Up Program Director began reporting directly to the OEO Chief Administrator to better align the department’s anti-poverty programs. This cross-divisional reporting structure allows the department to leverage existing resources and more effectively provide services and programs aimed at moving lower-income families out of poverty and into self-sufficiency. When a new Reach Up Program Director is hired in the coming weeks, he or she will report directly to Paul in his new role. Paul will provide policy and systems direction to Reach Up, while the new Director will be responsible for day-to-day operations. Reach Up staff will continue to be part of the Economic Services Division. Before joining the department, Paul: · Served as a Peace Corps volunteer in Mali, West Africa; · Was director of Vermont’s Health Care for the Homeless Program; and · Was the Integrated Services Chief of the Alcohol and Drug Abuse Program at the Vermont Department of Mental Health. Paul has a Master’s degree in International Development from the American University and is currently a doctoral student in Leadership and Policy Studies at the University of Vermont.
