2022 Legislative Wrap-Up
Each year VAHC gathers together the priorities of our 90+ member organizations to identify and articulate our advocacy approach in the Legislative Session. After working with legislators and partners throughout the session, we release a wrap-up that breaks down our accomplishments along with our objectives in the next year. Below are some of those accomplishments with a full break down available here.
Omnibus Housing Bill

Created a First-Generation Homebuyers Program through VHFA.

Expanded the Downtown Village Center Tax Credit Program.

Allocated $15 million off ARPA funds to a Missing Middle Program.

Established a Land Access and Opportunity Board to address structural racism and disparities that create barriers to land and home ownership.
Rental Housing Safety

Created a complaint-based inspection system in the Department of Public Safety. The creation of this new office was funded by $400,000 of ARPA funds.

Established the Vermont Rental Housing Improvement Program to rehabilitate non-code compliant units and incentivize the renting of accessory dwelling units. This program was budgeted $20 million from ARPA funds.
2022 Budget Adjustment Act

$30 million from the General Fund and $25 million from ARPA funding for the Vermont Housing and Conservation Board

$20 million in ARPA funding for the Vermont Home Improvement Program.
FY23 Budget
-
$50 million in ARPA funding to VHCB.

$15.1 million from the Property Transfer Tax to VHCB

$10 million to the Missing Middle Pilot Program.
